From Frank Capra’s “Mr. Smith Goes to Washington” to Marvel’s “Captain America” franchise, the nation’s capital has long been a filming location for political dramas and other movies. However, some recent productions (Netflix’s “House of Cards,” HBO’s “Veep”) have drifted to neighboring states. To lure filming back, the District of Columbia offers a cash rebate — and recently allocated more funding for its program. Rebates can reach up to a hefty 42% of direct production expenditures.
