EU may nix separate licensing pacts

Launching across the Atlantic may soon to get a lot simpler for online music companies like Napster, RealNetworks, and Apple’s iTunes.

The European Union is reportedly considering eliminating one of the main obstacles to digital downloads on the continent — separate licensing agreements in each nation.

According to a memo written by the European Commission, the EU has draft legislation that would allow the trans-national body to authorize online music sales and set royalty-collecting arrangements for its 15 member states.

Although European company OD2 has had moderate success with digital downloads, American companies such as Napster and MusicNet have only just begun to prepare for a launch in Europe later this year, while iTunes is still mulling its plans.
