Gov't guidelines have hampered Star's DTH goals

NEW DELHI — Rupert Murdoch’s Star TV network is in discussions with Indian corporate giant Tata for creating a joint venture in the direct-to-home (DTH) satellite business.

Talks have begun with CEO Ratan Tata regarding issues of control of management and Murdoch’s rights over DTH technology; Tata has vast interests in steel, automobiles and other industries.

Star is keen to start DTH operations in India but is stuck because of guidelines issued by the government that state a DTH applicant must be an Indian company, foreign stake cannot exceed 49% and no single broadcaster or cable company can exceed a 20% cap.

The policy has put Star’s earlier application for DTH license in India through Space TV into jeopardy.
