People Magazine has named Randy Penn to the newly created position of director of entertainment marketing & promotions.

Penn will now develop and manage long-term strategy for the magazine’s partnership in the entertainment industry. She comes to People from J. Walter Thompson in Gotham, where she served as partner in the entertainment marketing/promotions division. Prior to that, she was VP at Special Olympics Production.

Angela Gaspar has been named manager of business development of Novocom. She will be responsible for domestic marketing and development. Previously, Gaspar was head of sales and development at Caliban Filmworks.

Additionally, Barry Smith has been appointed director of business development. He will oversee all sales and marketing efforts for the company’s two international offices in London and Singapore. Smith is a 20-year veteran of the broadcast promotion industry and the recipient of many awards, including five Emmys.

Marie Patriarca has joined NFL Films as staff producer. Patriarca has worked in television and film production since the early ’80s.

David Linton has been tapped senior VP of R&B promotion and marketing for Capitol Records. In his new position, Linton will spearhead all facets of the company’s promotional and marketing efforts. Prior to joining Capitol, Linton was VP of black music promotion at Arista Records.

Intl. Film Guarantors has appointed two veteran production experts as executives. Jake Jacobson has been tapped production executive for film and television. Michael Harker has been named director of post production.

David Gottlieb has been tapped as VP of marketing for RCA Records. He will be responsible for creating and executing long-term career development for RCA artists. Previously, Gottlieb was VP of worldwide marketing for 550 Music.

Additionally, Dalita Keumurian has been promoted to director of strategic marketing. Keumurian will be responsible for the production and marketing of all RCA worldwide catalog releases. Keumurian joined RCA in 1996 as creative services director.

VH1 has promoted Jane Lipsitz from director of development to VP of series development. Lipsitz will oversee the development of all genres of programming for VH1, including animation, sitcoms, reality video programming and drama. Previously, Lipsitz worked at Polygram Diversified Entertainment.

Barbara Goen has been upped to senior VP of communications for KCET. In her new position, Goen will oversee the station’s on-air membership campaigns. Goen joined KCET in 1980 as publicity manager.
