The Cartoon Network has upped Courtenay Purcell to director of public relations.

Purcell’s new duties will include overseeing West Coast publicity efforts for the net, including acting as point person for print publications in 19 states, and managing media relations for the net’s Web site.

Purcell joined the company in 1998 as public relations manager. Prior to that, she worked as communications associate at the Elizabeth Glaser Pediatric AIDS Foundation.

FasTV has named Chuck Ball VP of marketing and business development, and Barry Layne as veep, programming and production.

In his new position, Ball will oversee marketing, advertising sales and business development, including establishing e-commerce, distribution and other strategic partnerships.

Layne now assumes the chief programming and production role after serving as the company’s VP of marketing. He is also responsible for the site’s content areas.

Ball was most recently exec VP and general manager of the Magnitude Network. Prior to joining FasTV, Layne was lead Internet exec for Cendant Software.

Paul Lewis has joined Gotham-based Gist Communications as VP, advertising sales. Lewis joins Gist from iVillage.com where he served as veep, sales operations.

Justin Lewis and Erica Beier have been upped at New Line Cinema — Lewis to manager, contract administration, and Beier to director, production services.

Lewis will maintain the business affairs rights tracking system, providing support for the company’s merchandising dept.

Beier will assist in film financing through New Line’s production credit facility and will arrange work visas worldwide.

Rainbow Media’s MuchMusic USA has named Christine Ohama western regional director, responsible for affiliate relations, marketing and sales for MuchMusic in California, Washington, Oregon, Utah, Idaho, Montana and Alaska.

Ohama joins MuchMusic from Bravo and the Independent Film Channel, where she was the western regional marketing manager.
