Lee Enterprises Inc. has signed a six-year agreement to affiliate nine of its television stations with Scripps Howard Broadcasting’s Home & Garden Television Network. Lee stations will ask local cable systems to carry the new network in exchange for the rights to carry the station’s own signal.

Continental Cablevision Inc. will also carry the new network in exchange for permission to carry the signals of Home & Garden broadcast affiliates.

The baton has been passed from mother to son at The Washington Post Co. with the announcement Thursday that Donald E. Graham will take over as chairman of the board of directors, replacing Katharine Graham. Latter was named chair of the executive committee of the board of directors.

Astral Communications Inc. said its Astral Distribution unit reached an agreement with Lyons Group of Allen, Texas, for Astral to manufacture and distribute Barney homevideos in Canada. Lyons Group is the production company for all programming related to the cartoon dinosaur.

Pulitzer Publishing Co. completed the purchase of television station KCCI-TV, a CBS Inc. affiliate in Des Moines, Iowa, from H&C Communications Inc., for $ 22 .2 million.

As expected, Reed Elsevier PLC agreed to purchase the assets of Official Airline Guides for $ 417 million. The guide to airline flights had been part of the late Robert Maxwell’s publishing empire, Maxwell Communications PLC.

K-tel International Inc. Thursday reported profit increases for the fourth quarter and the twelve months ended June 30, 1993. For the year ended June 30, consolidated net sales were $ 55,714,000, with operating income of $ 3,633,000 and net income of $ 2,701,000, or 72 cents per share. For the fourth quarter ended June 30, consolidated net sales were $ 12,595,000, with operating income of $ 838,000 and net income of $ 852,000, or 23 cents per share.
