Russian Government Mulls Quotas for Local Movies

Culture minister Vladimir Medinsky eyes 20% quota for Russian films

LONDON — Russia is mulling the introduction of quotas for local films, Russian culture minister Vladimir Medinsky said Tuesday.

“A quota for Russian cinema must be introduced; without it, you cannot help Russian cinema,” he said, according to the Interfax news service.

Medinsky said that “20% is a reasonable figure” as a minimum quota for local pics. The market share for Russian pics has been falling steadily. It was 30% in 2005, 24% in 2009, and 15% in 2012, when there were no Russian films in the top 10.

Medinsky harked back to the Soviet era when only six U.S. films were released a year. “The Soviet films did very good business,” he said.

Medinsky said a final decision would be made once the 2013 box office figures had been analyzed. In 2012, the Russian box office was worth $1.18 billion, which made it the world’s ninth biggest territory.

Russian films have been performing well at the local box office recently, with Fedor Bondarchuk’s “Stalingrad” grossing $66 million, and “Yolki 3” topping the charts last week with $33 million.

Medinsky also said that the Russian Cinema Fund would be put in charge of promoting Russian pics abroad.
