Iowa has put its film incentive program, among the most generous in the country, on hold because of faulty record keeping, falsified receipts and, in one case, the purchase of a Land Rover and a Mercedes by a producer with the tax credit money.

It's one sign that the race to offer ever greater film incentives is probably ending, particularly as states try to meet budget shortfalls. It's potentially good news for California as it struggles with runaway production and a newly launched incentive program that can't match those offered elsewhere. And it confirms just about every small town stereotype of Hollywood folk.
