The skinny: TBS consistently has ranked among the four highest-rated basic-cable networks in primetime over the last 18 months, boosted by judicious scheduling of reruns of such hardy sitcom perennials as “Seinfeld,” “Friends,” “Everybody Loves Raymond,” “Sex and the City” and “Family Guy.” One big surprise last year was that TBS failed to buy cable rights to “Two and a Half Men,” getting one-upped by FX, which engineered the higher bid. But TBS has hopes for “Tyler Perry’s House of Paine,” a firstrun sitcom the network purchased for an exclusive 15-month run before the series goes into TV syndication. Perry already has committed to tape 100 episodes of the series.
