Locks on CDs prevent copying for private use

PARIS — An independent Gallic consumer watchdog has filed a complaint against EMI Music France, Warner Music France, Universal Pictures Video and stores Auchan and the FNAC for producing and distributing encrypted CDs and DVDs.

Nonprofit group the Union Federale des Consommateurs-Que Choisir (UFC) has called for a halt to the locks installed on CDs in France, which the org said run counter to a 1986 law that allows consumers to copy material from discs for private use.

The National Syndicate of Phonographic Producers (SNEP), whose members include the targeted music groups, responded to UFC by saying that there were technical problems on some supports but that they were limited and would be corrected. But the org said music producers had the right to guard against piracy.
