Steven Bochco Prods. has tapped Toni Moston director of media relations, where she will report to Dayna Kalins, prexy of the company.

Her duties will include overseeing publicity campaigns for the drama series “NYPD Blue” and “City of Angels.” Moston joins Bochco from Fox Broadcasting Co. where she served as senior publicist. Prior to that she was senior publicist at CBS Media Relations in Los Angeles.

Dominique Leguern has been tapped director of Midem at the Reed Midem Organization. She will replace Christophe Blum. Previously, Leguern was artis-tic director at Midem. Prior to that she served as a producer at the French youth TV channel M6. She also spent 11 years at VIRGIN France, first as promotional director , moving to marketing director and later managing director.

Fox Family Television Studios and Saban Entertainment has upped Amy Goldberg as senior VP. Goldberg will oversee development and production for all Fox Family Channel original movies, Saban Intl. movies, international co-productions and direct-to-video movies. Her co-productions include “Au Pair,” “Michael Jordan: An American Hero” and “Casper Meets Wendy.”

Fox Kids Network has tapped Kathleen Cecil exec director, station relations and promotion. Cecil will continue to work closely with the Fox Kids affiliates to generate revenue at the local level, maximize rating performance and implement promotional opportunities. Cecil formerly served as sales planner at Turner Broadcasting.

Jane Rimer has been upped to senior veep, sales and development, North America at Pearson Television Intl. Rimer’s primary responsibility will be to strengthen PTI production and sales domestically and forge business relationships with producers and broadcasters in the U.S. and Canada.

Entertainment lawyer Konrad Trope has been named a partner at Rosenfeld, Meyer & Susman, where he will work with independent production and distri-bution companies.

Konrad joins the firm with extensive experience in film financing. He represents screenwriters and producers for film and television, as well as production companies including Big Bear Licensing, Soaring Eagles Prods., Titan Films, Vision of Love Prods. and AbbyCo Prods.

Sallie Schoneboom has been upped to VP of ABC Daytime media and talent relations.

Schoneboom will continue to oversee communications, public and talent relations for ABC Daytime. Additionally, she will help launch SoapNet, Disney/ABC Cable Networks’ recently launched 24-hour soap cable channel.

Schoneboom, who joined ABC Daytime in 1993, was previously director of ABC Daytime media and talent relations. Before that, she was a senior press rep for “All My Children” and the supervisor of press information for CBS.

Roger Woolery was named vice president of post production services at Warner Bros.’ Idea Place. The Idea Place is WB’s inhouse creative advertising agency, responsible for ad campaigns for feature films. Woolery had been working independently in post production.

Deborah Schindler Prods., which hangs its shingle at Fox 2000, announced two additions: Suzie Moldavon joined as director of development. She was formerly a creative exec with Fox 2000.

Mark James was named director of literary affairs. He had been publishing coordinator at Avon Books.

Stephanie Seligman has been named executive producer for the commercial and music production company, Villians.

Based in New York, Seligman will work with the company’s New York and Los Angeles roster of directors to enhance the company’s East Coast commercial presence.

Most recently Seligman was an executive producer at A Band Apart Commercials. Before that she was head of production for Chelsea Pictures and worked in production for Elite Films.

CNNfn has tapped Sean Murtagh as VP of finance and administration.

He will oversee the financial and administrative aspects of CNNfn and for CNN’s New York bureau including business proposals, strategic planning and sup-porting the senior management team.

Formerly the director of strategic sourcing for TBS, Murtagh joined Turner in 1992 as a senior accountant. Before that, he worked as a senior accountant with Goldstein Golub Kessler & Co. in New York.

Univision Communications has upped Nicolas Valls to the newly created position of senior veepee, network sales and marketing.

Valls has been VP of integrated sales and marketing.

Based out of Miami, he is responsible for overseeing the marketing programs, integrated and Southeastern regional sales efforts and internal communications for the Spanish-lingo net.

Court TV has upped Art Bell to exec VP of programming and marketing.

He will oversee Court TV’s consumer marketing initiatives including the development and implementation of brand positioning activities. In addition, Bell will continue to be in charge of all of Court TV’s programming and production.

Before joining Court TV, Bell was senior VP of Comedy Central and helped launch the comedy cabler. Prior to that, he worked at HBO and CBS.

The Kids WB has named John Hardman to the newly created post of director of development.

Also at the weblet, Jessica Pinto has been upped to director of current series and scheduling. Both will report to Kids WB senior VP Donna Friedman.

Hardman will steer the development of all WB Kids’ content, identifying creative talent, while continuing to foster relationships with current programming teams. Most recently, he supervised TV animation series development at DreamWorks. Prior to that, he worked as director of creative affairs at Klaspy Csupo.

Pinto will oversee the strategic planning of all WB Kids shows. She last worked as manager of Kids WB programming. Also during her three-year stint with the weblet, Pinto served as manager of broadcast standards and practices, ensuring WB show compliance with FCC regulations.

ABC Network has upped Max Steelman to VP/director of news, early morning and late night sales.

Steelman will supervise the sales staff and be responsible for the sales of shows such as “Good Morning America,” “World News Tonight” and “Nightline.”

Steelman who began at ABC in 1987, previously was an account exec at ABC News Sales. Before that, Steelman worked in numerous positions in research, affiliate relations, news sales planning, primetime sales planning, daytime and kids sales for ABC.

Warner Music Intl. has tapped Mark Foster senior VP New Media. He will be responsible for WMI’s New Media Group, involving Internet activities and e-commerce.

Foster joined WMI in 1990 as international director at WEA Records U.K. after holding marketing and international posts with CBS Fox Video, Arista Rec-ords and Polydor Records.

Tene Harris-Duckworth has been upped to director of broadcast operations at KCET/Hollywood.

She has increased responsibility involving the station’s digital transition and more complex technical capabilities. She will also lead special projects for the sta-tion.

Previously, Harris-Duckworth served as the chair of the national public television Broadcast Operations and Traffic Advisory Committee.

Fox Family Worldwide Inc. has upped Stacy Lifton to senior VP, business and legal affairs.

Lifton will oversee business and legal affairs for Fox Kids Network, Fox Family Channel, boyzChannel and girlzChannel.

Previously serving as VP, business and legal affairs, Lifton was responsible for development, production, and acquisition agreements for Fox Family Channel and Fox Kids Network Programming.

Todd Merkow has been tapped VP-general manager of Fox Sports Net’s West/West 2 cable channels.

Merkow will oversee the day-to-day operations and be in charge of programming, production, advertising and affiliate sales and marketing promotions.

Merkow joined Fox Sports Net Arizona as general manager and later was named VP.
