Artist Group Intl. has tapped Bill Manning exec VP/chief operating officer. Manning will be responsible for the daily operations of the company whose client list includes Billy Joel, Ricky Martin and Celine Dion.

Before joining AGI, Manning was exec VP for Metromedia Intl. Communications, where he was instrumental in developing the company’s infrastructure and strategic planning.

Tim Bunnell has been promoted to director, affiliate sales of the Americas, for ESPN Intl. where he will continue to manage the company’s interests in Canada and Latin America, concentrating on the development of the Mexican and Brazilian markets.

Prior to joining ESPN, Bunnell worked as a field producer for WHDH-TV News in Boston.

Peter Cerclay has been upped to director, international advertising sales, in Gotham for ESPN Intl.

In his new post , Cerclay will be responsible for the advertising revenue generated from the U.S. (except Florida) for the company’s worldwide networks, and he will manage an advertising sales team of six.

Previously, Cerclay was manager, international advertising sales.

Good Times Entertainment has appointed Brian McNeese VP, acquisitions and new business development. Previously he was VP at Questar.

Mike Valerio has been named director, creative services, at Telepictures Prods. In this newly created position, Valerio will be responsible for the creation and execution of on-air promotional campaigns, as well as episodic and generic spots for Telepictures’ firstrun programming.

Valerio most recently served as director and co-writer of the independent film “Carlo’s Wake.”

A&E Television has named David Zagin senior VP of affiliate sales. Zagin will oversee all domestic and local sales activities for A&E, the History Channel, the Biography Channel and History Channel Intl.

Prior to joining A&E, Zagin was VP of affiliate sales, local sales and alternate technology at NBC Cable, where he oversaw the distribution of CNBC and MSNBC.

David C. McCoy has been tapped as senior veep, advertising, for Newsnet Central Networks. McCoy will establish and direct an advertising sales team in order to generate revenues across all products and platforms under the NNC fold.

McCoy joins NNC from Fox Family Worldwide, where he was senior veep of national sales and advertising marketing.

Florida-based Big Entertainment has tapped Gail McFadden and Stewart Mitchell to positions on their Hollywood.com Web site.

McFadden has been appointed as veepee of sales and Mitchell as veepee of marketing.

Previously, McFadden served as director of sales for About.com. Mitchell was a promotions director for E!

Children’s Television Network has upped Jodi Nussbaum to group VP of production and Terry Fitzpatrick to VP of business development.

Nussbaum will develop and produce new programming. She will also assume responsibility for all “Sesame Street” activity and will continue to direct all physical production at CTW.

Fitzpatrick will assume responsibility for all biz development activities including co-production partnership and broadcaster relationships. He will also formulate talent deals with the creative development division.

Most recently, Nussbaum served as veep, domestic television, for the Workshop. Fitzpatrick acted as veep, finance, TV, film and video.

Dina Roman has been upped to VP of advertising sales for Discovery Communications. Previously she served as divisional director, online sales, for Discovery’s Online Network, which includes Discovery.com, TLC.com, Animalplanet.com and Travelchannel.com.

Howard Schacter has been tapped as veep of corporate communications for SFX Sports Group. Schacter will oversee the positioning and launch of SFX Sports Group. In addition, he will handle all facets of corporate, internal and client-related communications support for the Sports Group.

Schacter joins SFX after serving as senior veep of corporate communications at integrated communications agency DraftWorldwide.

James M. Higgins has been tapped as executive VP/general manager at United Stations Radio Networks.

Higgins will continue to oversee ad sales strategies in addition to developing new revenue opportunities and business properties for the company.

Higgins has been with United Stations since 1995. He recently served as senior veep, sales.
