Entertainment media group the Britt Allcroft Co. has tapped David Jacobs as VP, group head of licensing. He will be responsible for expanding the licensing activities around “Thomas the Tank Engine & Friends” in North and South America. Jacobs came to the company from Children’s Television Workshop.

Vienna Steiner has been upped to veepee of packaging and production for Bravo and the Independent Film Channel. Steiner will oversee development and production of original non-film series and specials for Bravo. She joined the net in 1992 as director of program packaging.

Universal Pictures has tapped Kesa L. Tsuda as director of human resources, responsible for assisting in the development of that department. Prior to the position, Tsuda was responsible for the development of financial, administrative and employee policies and procedures at Comcast, Content & Communications.

Paramount Pictures has upped Brian Wensel from executive director of production finance to VP of production finance for the studio’s Motion Picture Group. Wensel will oversee all aspects of budgeting for assigned motion pictures from pre-production through post-production. Prior to joining Par in 1987 as a production accountant, Wensel worked in production finance for the ABC television network.

Fox Network Distribution VP Gina Grant is taking on new responsibilities at the web as part of an overall restructuring in the distribution department. While remaining in charge of Fox’s affiliate relations efforts in the Midwest and East, Grant will now take on direct management of the distribution department’s New York staff. Other Fox changes include the promotions of Ciro Abate and Melissa Rohrer to directors of network distribution from associate director and manager, respectively. In addition, Inae Joe has been upped from coordinator to manager of sports information.

Indie film adman Marc Lodovico has ankled Arnie Sawyer Studios to join Messner Vetere Berger McNamee Schmetterer, where he will handle the agency’s new Miramax Films account. Lodovico was upped from account superviser to vice president in 1991 and was responsible for developing creative advertising, print and collateral materials for theatrical releases and homevid.

Lifetime Entertainment Services, covering Lifetime TV and the Lifetime Movie Network, has hired Mary Pat Ryan as senior VP of marketing and creative services. And in two promotions, Lifetime named Sue Rynn to veepee of research and Donna Lally to veep of financial planning and reporting. Ryan spent the last 4-1/2 years at U.S. Satellite Broadcasting. Rynn, a consultant to Lifetime, was previously an executive with News Corp. The most recent job of Lally, an eight-year veteran of Lifetime, was director, financial planning and reporting.

Chuck Dolan’s Cablevision Systems Corp., the sixth largest cable operator in the U.S., has awarded senior veep stripes to three of its executives: Katherine Lewis, in strategic market planning; Mac Budill, in programming; and Walt Hildenbrand, in engineering and technology. Lewis will research market trends and help evaluate the financial viability of video, telephony and high-speed data in the New York metropolitan area. Budill buys the cable networks and the pay-per-view events for all of Cablevision’s systems, which serve more than 3.4-million subscribers. One of Hildenbrand’s duties will be to create an engineering and technology department to speed the delivery of new services to subscribers.

Steve Domier has been named veepee of marketing for the WeB. Domier will oversee all markting for the WeB and its 24-hour-per-day lineup of programming. Domier joined the WB Network in 1995 as head of on-air promotion.
