DreamQuest Images, the feature-film visual effects division of the Walt Disney Co., has appointed V. Scott Jones veepee of finance/chief financial officer. Jones will be responsible for the company’s fiscal management and will oversee business and financial activities. Most recently, Jones was a freelance financial consultant.

Steve Domier has been named veepee of marketing for the WeB. He will oversee all marketing for the WeB and its 24-hours-per-day lineup of programming. Domier joined the WB Network in 1995 as head of on-air promotion.

Saban Intl. has upped Eugenia Briseno to senior veepee of sales and Judith Merians to senior veepee, international and business and legal affairs.Briseno will continue to oversee the company’s sales efforts in all Latin American countries. She joined the company in 1995. Merians will continue to oversee all legal and business aspects of the company’s international business interests. Prior to joining Saban, Merians served as associate general counsel for Warners Bros. theatrical division.

Fox Broadcasting Co. has promoted four execs in its network distribution arm. Gina Grant, VP of network distribution, will oversee Fox’s Gotham-based distribution staff, in addition to supervising affiliate relations matters in the Midwest and East Coast. Ciro Abate and Melissa Rohrer have been upped to directors, while Inae Joe has been named manager for sports related issues.

Children’s Television Workshop has named Nan Halperin VP of marketing partnerships for the Marketing Partnership Group. Halperin will help manage and expand CTW’s existing alliance relationships with companies such as Ford, Merck, and Kellogg. Halperin joined CTW in 1994 as veep of homevideo.

Producer David Levine has joined “Access Hollywood” as manager of the show’s New York bureau. Levine will be respon-sible for all areas and activities of the Gotham-based office, including overseeing the show’s entire staff. Levine comes to “Access Hollywood” from “NY 1 News.”

Du Art Film and Laboratories has upped Steve Blakely from laboratory manager to veep of film operations. Blakely’s new responsibilities will include general supervision of all film laboratory operations, as well as dailies and 35 mm answer prints.
