Rhino Records has advanced Bob O’Neill to VP and general counsel. With the diskery for three years, O’Neill will oversee the legal department and handle direction and supervision of all legal matters for Rhino.

Jive Records has hiked Jackie Murphy to art department VP. Murphy joined Jive in 1996 from RCA Records.

RCA Records has upped Dave Loncao to VP of promotion and field development and has named Angela Hamlin national director of promotion and operations. Loncao will handle all radio formats and will oversee the development of strategies and regional field staff. He joined RCA in 1994. Previously with MCA Records, Hamlin will be responsible for all operation and administration needs of the promotion department.

USA Networks has tapped Anthony S. DeMauro VP of sales administration. With the cablenet since 1987, DeMauro has also done turns at Foote, Cone & Belding and Grey Advertising.

Chandra Years has been upped to director of marketing, promotion and publicity for 20th Century Fox Intl. TV. Years, who joined Fox in 1993, most recently served as manager of promotion and publicity for Fox’s international distribution arm.

Rysher Entertainment has elevated two execs in its advertiser sales wing. Corey Silverman has been bumped to VP of advertiser sales and Marilyn Kessel has been upped from sales assistant to account exec.

Red Ant Entertainment has bumped up Suzan Crane to senior VP of media relations. With Red Ant since May, Crane will oversee all publicity and media relations efforts for the label’s artists and corporate concerns.

PrimeTime 24 has set Susan Weinstein as VP of sales and marketing. She comes to the satellite programming provider after stints at Viacom Intl. and Showtime Satellite Networks.

BRC Imagination Arts has elevated Scott Ault to VP of creative development. Most recently a producer at BRC, Ault will oversee all creative aspects of the company’s projects through each stage of development. He joined BRC in 1995.

ABC has named David Downs senior VP, network operations and development, for ABC Television Network. Coming from ABC Sports, where he has been senior VP of programming since July 1994, Downs will assist in managing day-to-day operations. He also will be responsible for oversight and management of new network biz initiatives and re-engineering network operating divisions. Downs joined ABC in 1978.

VH1 has tabbed Michael Tierney VP of music programming, overseeing the programming and scheduling of all music on VH1, as well as the forthcoming VH1 digital suite channels. Tierney joins from KUBE-FM Seattle.

Revelations Entertainment has tapped Jules A. Levy VP of development, responsible for overseeing acquisitions, sales and talent packaging. Levy joins Revelations after a five-year stint at Trilogy, where he was director of creative affairs.

Kevin Gore has been named senior VP and G.M. of Polygram Classics & Jazz. Handling U.S. marketing, sales, promotion and publicity efforts at the label, Gore joins Polygram from Sony Music, where he was a VP with the company’s Columbia arm.

Edmonds Entertainment Group has brought Debra Baum on board as executive VP and G.M. Responsible for interfacing operations at the company’s various business interests, Baum previously ran her own management company.

Lisa Kaye has been named senior VP of human resources at E! Entertainment Television. She’ll handle all HR functions for the cabler, including recruitment and staffing, employee training and relations, and benefits and compensation. Kaye moves up from her VP slot.

Myers Media has appointed Susan Burkat senior VP, responsible for campaigns on behalf of the company’s music, enter-tainment and corporate clients. Burkat joins Myers after running her own PR outfit.

Erin May has come on board Novocom as director of post-production business development. Joining the branding and post group after a stint at Encore Video, May will handle all sales and marketing activities and facilities management for the com-pany’s operations. She’ll work out of L.A.

Kenneth Abrams has joined Marvel Entertainment Group as VP of consumer products. He’ll concentrate on domestic licensing of the company’s TV and film properties, which include Spider-Man and the X-Men. Abrams had been with Viacom Consumer Products.

Nancy McLachlan has been appointed VP and associate broadcast director for Western Intl. Media. McLachlan comes to the ad buying agency after stints with Carat/ICG, Asher & Partners, Blair Television and Media & Marketing Affiliates.

Buena Vista Television has promoted Tom Cerio to senior VP and general sales manager of its Eastern division. Cerio has served as BVTV’s Eastern division VP and general sales manager since 1990.
