House OKs digital proviso in budget

WASHINGTON — The House voted 345-85 in favor a final budget agreement Wednesday that includes a provision that will provide every TV station in the country with a second channel to launch a digital service.

The Senate is expected to approve the same bill today before sending it to the White House, where President Clinton is expected to sign the balanced-budget plan.
