FCC opens review of ownership regs

WASHINGTON — In his first major initiative since assuming his new job as chairman of the Federal Communications Commission, William Kennard has launched a top-to-bottom review of the broadcast ownership rules.

Congress instructed the FCC in the Telecommunications Act of 1996 to review all of its rules every two years, but Kennard says this review will go even beyond the requirements of the Telecom Act. The review will not slow down several proceedings already under way, including a re-evaluation of regulations that limit broadcasters to the ownership of one station per market, Kennard said.
