As David Mickey Evans and Dale de la Torre get into development of “Cat and Mouse,”their first project under a two-year first-look deal at 20th Century Fox, the duo has hired Jill Arthur as head of development.Arthur, ankling a three-year development veep slot at Cinergi, was involved with shepherding the Sean Connery-Lorraine Bracco jungle pic “Medicine Man” through all stages of development and production. Previously, she did a five-year stint at Intl. Creative Management as a literary agent. Arthur said she will be “aggressively pursuing material” for the Evans/de la Torre slate. Arthur said “Cat and Mouse,” scripted by Ian Seeberg, is in the first stages of rewrite and that no helmer or talent are attached. The movie, she said, has elements of broad comedy; it’s the story of a family bonding together when they’re all forced to flee the big city under the federal witness protection program. Before landing the “Cat” project, Evans co-wrote and helmed the baseball comedy “The Sandlot,” which de la Torre produced.
