Bar Taiwan from Gatt, IIPA urges

A trade group representing the copyright interests of film studios and record companies is recommending that Taiwan be shut out of world trade talks and that the U.S. embark on trade retaliation unless government officials there act to stamp out rampant piracy.

The Intellectual Property Alliance said it will oppose Taiwan’s participation in world trade negotiations, known as the GATT talks, unless the nation complies with antipiracy commitments made to the U.S. last June. IIPA represents the Motion Picture Assn. of America, the Recording Industry Assn. of America, music publishers, book publishers and computer equipment manufacturers.

IIPA made its recommendation at hearings held yesterday in the House of Representatives on the state of U.S.-Taiwan relations. Appearing on behalf of IIPA was Fritz Attaway, senior veepee for the MPAA.

Attaway cited continuing problems in Taiwan over video piracy, the export of pirate compact discs and computer software, a lack of cable TV legislation, pirated sound recordings and rampant photocopying of books. IIPA estimates that U.S. copyright industries lost $ 669 million in 1992 in Taiwan due to piracy.

“We cannot condone the continued theft of our intellectual creativity due to the lack of political will and aggressive antipiracy enforcement (by Taiwanese officials),” said Attaway. “The time has come for Taiwan to meet its obligations to the U.S.”
