Grupo Televisa S.A. and Tele-Communications Inc. will not proceed with their proposed joint ventures in Mexico and other territories. As reported, in May the companies said they would join to provide cable TV to Mexico and other Latin American countries.

Graff Pay-Per-View Inc. announced Thursday that its shelf registration statement covering 2,971,430 shares owned by selling stockholders, 1,010,052 shares underlying warrants and 70,329 shares underlying convertible notes had been ordered effective by the Securities and Exchange Commission.

Blockbuster Ent. Corp. is comfortable with analysts’ earnings projections of 32 cents a share for the fourth quarter ending Dec. 31, according to Gregory K. Fairbanks, Blockbuster’s senior VP and chief financial officer. In the 1992 fourth quarter, the video-rental company and music retailer reported net income of $ 45 million, or 23 cents a share, on $ 398 million of revenue.

DC Comics plans to launch Superboy and Steel monthly comic series and a Supergirl miniseries this month. The Time Warner Inc. unit said the new comics are the largest single expansion in the Superman line of comics since the character was created in 1938. DC Comics said Superboy will be in comic-book stores on Wednesday and Steel will be available Dec. 29.
