James G. Babb has been elected chairman and Frances Preston was returned as president and CEO of Broadcast Music Inc. Babb is president/CEO of Outlet Communications of Rhode Island. He replaced K. James Yager, chairman the last three years.

Robert Duvall will wing to Russia to attend the Saturday world premiere of HBO Pictures’ “Stalin” at Moscow’s cinema cultural center, Dom Kino. Duvall plays the title role. “Stalin” star Julia Ormand also will attend, plus director Ivan Passer, producer Mark Carliner and co-producer Ilene Kahn, plus HBO chief exec Michael Fuchs.

Rod Steiger has been pacted to star in Allegro Films Prods.’ “Neighbor,” feature currently being helmed in Montreal by Rodney Gibbons and produced by Tom Berry.

Diana Ross has been signed for a pay-per-view special Dec. 4, performing jazz and blues live from an after-hours club. The event will be distributed by Viewer’s Choice, Graff Pay-Per-View and Request TV in North America, and by Polygram Television Intl.
